Crossover Error Rate (CER)

Point where a biometric system's FAR equals its FRR; lower CER means a more accurate system.

Definition

CER (also called equal error rate, EER) is used to compare biometric systems independent of threshold settings. A system with a CER of 1% is more accurate than one with 3%. Organizations then tune the threshold toward lower FAR or FRR based on risk.

Example

When comparing two iris scanners, choose the one with the lower CER.

Exam tip

Lowest CER = most accurate biometric device.
