Children's Online Privacy Protection Act (COPPA)

US law requiring verifiable parental consent before collecting personal information from children under 13 online.

Definition

COPPA applies to operators of websites and online services directed to children under 13 or with actual knowledge of collecting from them. The FTC rule requires notice, verifiable parental consent, data minimization, security, and retention limits. The FTC finalized amendments in 2025, including separate consent for third-party disclosure for targeted advertising and a written security program.

Example

A children's game app must obtain verifiable parental consent before collecting email addresses.

Exam tip

COPPA's age threshold is under 13; many state laws now add protections for teens.
