Fair Information Practice Principles (FIPPs)

Foundational principles for handling personal information, underlying most privacy laws and frameworks.

Definition

FIPPs originated in a 1973 US HEW report and were expanded in the 1980 OECD Privacy Guidelines, whose eight principles are collection limitation, data quality, purpose specification, use limitation, security safeguards, openness, individual participation, and accountability. US federal versions add transparency, minimization, and others. Laws such as GDPR and the Privacy Act of 1974 reflect them.

Example

A privacy program maps its policies to the OECD principles to show coverage.

Exam tip

The OECD Guidelines have eight principles; know them by name.
