Digital Operational Resilience Act (DORA)

EU Regulation (2022/2554), applicable from 17 January 2025, on ICT risk management for financial entities.

Definition

DORA requires financial entities to maintain an ICT risk-management framework, classify and report major ICT incidents, perform digital operational resilience testing including threat-led penetration testing for significant entities, manage ICT third-party risk with a register of information and contractual provisions, and share threat intelligence. Critical ICT third-party providers are subject to direct EU oversight.

Example

An EU bank maintains a register of all ICT third-party service contracts for its regulator under DORA.

Exam tip

DORA is lex specialis for financial entities relative to NIS2.
