Control Environment

The set of standards, processes, and structures, including tone at the top, that provide the basis for internal control.

Definition

The control environment encompasses integrity and ethical values, board oversight, organizational structure, commitment to competence, and accountability. It is the first and foundational COSO component. A weak control environment undermines all other controls.

Example

The CEO publicly enforces the code of conduct by disciplining a senior executive for violations.

Exam tip

Tone at the top is the most pervasive control; exams treat it as foundational.
