Who Pays for Your IT Certification in FY27? Army CA, AF COOL, SpouseWorks and VET TEC 2.0 Compared

Campus Wire cover: Who pays for your cert in FY27, comparing Army CA, AF COOL and SpouseWorks funding amounts

Fiscal year 2027 is underway, and the military education money that can pay for an IT certification has shifted again. Caps moved, eligibility narrowed, and one spouse program got a new name. If you're on active duty, transitioning, or married to someone who is, here's which program fits you and what to know before you ask for a dime.

What changed

The Army cut hits hardest

The Army's benefits page reports that ALARACT 102/2025 dropped the annual CA cap from $4,000 to $2,000, limited Soldiers to one credential a year and three in ten years, and now requires supervisor or commander approval on every request. The same page also references a combined TA/CA limit of $4,500, so ask your Education Center exactly how much you have before you build a plan around it.

Soldiers: start early

Each course and each exam needs its own CA request, submitted at least 45 business days before it starts. That's roughly nine weeks of calendar time. A class that starts next month is probably already out of reach for CA.

My take: $2,000 won't cover every certification path the way $4,000 did, so pick the credential that moves your career the most. For most Soldiers in IT and cyber roles, that's still Security+ or a networking cert, not a niche add-on.

Know the strings

Every program has a catch

Fail or skip the exam, you may pay it back

Army CA requires you to test or repay course costs. AF COOL requires repayment if you fail.

Windows are tight

AF COOL gives you 120 days to test once funded. Army CA wants 45 business days of lead time.

Lifetime means lifetime

AF COOL's $4,500 is for your whole career. Spend it on the credential with the biggest payoff.

Seats run out

VET TEC 2.0 is capped at 4,000 paid participants per fiscal year. VA showed 2,273 openings left as of October 30, 2026.

Your move

Five steps before you submit anything

  1. Confirm your eligibility and balance with your Education Center, AFVEC, Military OneSource or VA. Rules changed this year.
  2. Pick one credential that matches your job or the job you want after you separate.
  3. Choose a class date that fits the lead time. Count backward from the start date before you commit.
  4. Get your supervisor's approval lined up if your program requires it.
  5. Book the exam inside the testing window and plan your study time around it, not the other way around.

One more thing for transitioning service members: if you're within 180 days of separating and have your 36 months in, VET TEC 2.0 can cover training your service program won't. Look at it now, before the seats are gone.
